The Failure of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are fought: optimistic declarations are delivered from multiple capitals. Considerable effort is devoted on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from enemy soil, a capability enabled by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: maybe the approaching threat won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.

Persistent Threats

Not long after, a automatic firearm opened up on a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that regional partners are evidently unprepared to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This pattern will, certainly, endure.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unrealistic to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its favour.

Current Realities

Realistically, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
